Mr. LU Xuedu, Deputy Head of Office of Global Environmental Affairs of the Ministry of Science and Technology (MOST), Alternate of CDM Executive Board to the Kyoto Protocol, has been engaged in project management, policy-making and international negotiation on climate change from 1991. From 1996, acting as one of the chief negotiators of Chinese delegation to the negotiations on UNFCCC and IPCC, he played a role in both domestic and international policy-making related to climate change. From 2001, he was elected for four times as member of CDM Executive Board, and was elected as Vice Chairman of the Board in 2005, and he has made great contributions to the CDM development in both China and world. In addition, he is the representative of China for the Carbon Sequestration Leadership Forum and Asia-Pacific Network for Global Change Research. From 2004 to 2006, he was elected as the Chairman of the Host Country Committee of Carbon Finance Business of World Bank. In recent years, he published several papers and books on climate change policies and CDM. He has a doctorate in Engineering by Tsinghua University.

Mr. Zhang Jisheng is the founder of Ningxia CDM Service Center and Beijing keji Consulting Ltd. Since the year 2003, he has been devoting himself into the combined efforts to combat or adapt climate change, and accumulated abundant experiences though a serial of successful implementation of national and international cooperation projects and development of RE/EE CDM projects.
Prior to the establishment of Ningxia CDM Service Center, Mr. Zhang had been working in local governments and research institutes of Ningxia for many years. He won many prizes and was rewarded “Expert with Outstanding Contribution to the State” and granted the Special Subsidy of the State Council in year 1993. In 2004, he was honored one of the three Most Active People in CDM field of China.
Mr. Zhang received a degree in Mathematics from Ningxia University in 1967, and in 1985 and 1993, he went abroad twice, studying Software Engineering in Japan and Enterprise Management and Capital Operation in America respectively.

1983年由重庆建筑工程学院工民建专业毕业分配到建设部工作至今。曾任建设部科学技术司建筑节能与新材料处处长，现任住房和建设部科技发展促进中心、建筑节能中心副主任。
曾负责建筑节能的法律法规、管理体制机制建设、建筑节能经济政策的研究制定、技术进步和创新等工作，提出和组织开展了建筑节能服务体系建设的研究工作。是《节约能源法》修订、《民用建筑节能条例》制定的主要人员之一。

Yang zhi, Economics professor from School of Economics, Renmin University of China (RUC), is a specialty in the area of energy economics, recycled economy and carbon market. As the director of RUC Venture Capital & Network Economy Research Center, she foresees the importance of capital in achieving carbon reduction, for which she was invited to Summer Davos Forum in Sep.2007, the international forum of Climate Change and Science & Technology Innovation in Apr.2008, World Women Economic and Social Forum in May 2008 and the opening ceremony of TCX (Tianjing Climate Exchange) in Sep.2008. During the last two years, she published a series of papers with regard to China petroleum strategy, recycled economy and carbon market, establishing the theoretical foundation for economics research in those fields. “Toward the right understanding of energy and environment issue” published on Guangming Daily (one of the most influential newspaper in China) Apr.1st, is one of the papers mentioned above. Because of her outstanding contribution to recycled economy, she was rewarded the“2007 China ten annual economic female figures” in Feb.2008. On the World Women Forum, she proposed the concept of “virtual water exchange” which attached attention from all of the participants at the event.

Dr. Cheng has been working as an Energy Scientist with UNEP Risoe Centre on Energy, Climate Change and Sustainable Development (URC) in Roskilde, Denmark since 2006. She holds a PhD from Massachusetts Institute of Technology (MIT) in Boston, USA. She has worked on energy efficiency and sustainability related issues in China and India throughout her PhD studies, and her previous work with TERI, India. Her research interests mainly focus on integrating energy efficiency into development strategies in developing countries. She specializes in programmatic CDM, CDM for end-use energy efficiency, energy efficiency technology assessment, and energy demand-side management (DSM) policies. Her current projects and research interests lies in energy efficiency in buildings, financing for renewable energy in rural areas, and scaling up energy efficiency projects in the future Climate Change Regime. She is also a Think Tank Member for UNEP’s Sustainable Building and Construction Initiative (SBCI).

Leon Wang Liangliang joined the Gold Standard Foundation since March 2009 as the Regional Manager China and East Asia. He has been engaged in projects review, capacity building and marketing activities of Gold Standard in China. Prior to this he worked for South Pole Carbon Asset Management Ltd. as a project implementation manager. He was involved in validation and verification of various types of projects, VER and CER. Before that, Leon worked at SGS Beijing office as a GHG Auditor. Leon started his environmental career as an engineer of continuous emissions monitoring system in 2005. Peter Cook is a Senior Investment Officer in the Carbon Finance Unit of the International Finance Corporation, the private sector arm of the World Bank based in Washington, DC. 高亮先生于1988年毕业于武汉城市建设学院环境卫生工程专业，2005年获南开大学工商管理硕士学位。
1988年至1993年在天津市环卫工程设计院任工程师，主持天津市垃圾填埋场世行贷款规划工作，1993年至1995年任天津市城乡建设管理委员会科技推广中心副主任，1995年至2001年任天津市环卫工程设计院副院长，期间为市政府、市建委、环卫部门提供多项居国内领先水平的研究成果。
2001年11月调入天津泰达环保有限公司，任常务副总经理，主持华北地区首个垃圾焚烧发电厂的投资、建设和运营工作，利用两年时间使投资5.8亿人民币的项目顺利进入商业运行，取得了良好社会、经济和环境效益，获得国家建设部科技示范工程、国家环保部环保实用技术示范工程等多项荣誉称号，高亮先生主持研发的自动擦窗机、垃圾自动卸料门等新技术装备被专家认定为国际先进水平，其首创的飞灰制陶粒技术、秸秆掺烧技术攻克了困扰行业多年的技术难关。
2009年4月，高亮先生兼任滨海投资有限公司总经理。主持公司整体管理、运营。
